Maarika Joutsimo specialises in EU, competition and public procurement law. Maarika’s special expertise includes competition law-related processes instigated by competition authorities and courts, such as cartel investigations. She has represented clients in many major Finnish cartel investigations (Insulation materials and Power transmission lines) before the national administrative and judicial authorities. She has also acted for two years as a judge in public procurement and competition law processes in the Finnish Market Court.
In addition, Maarika advises her clients in various questions of European and competition law; for example, agreements or other arrangements between companies, pricing, merger control and state aid issues including assignments for different Ministries of the Finnish State. She also advises her clients on public procurement matters and acts as a counsel in the Market Court and in the Supreme Administrative Court.
Maarika has sector-specific knowledge of, among other sectors, retail trade, airports, telecommunication, media, insurance and construction. Prior to joining HPP, she has previously worked at the Finnish Competition Authority, in the private sector and in the Ministry of Social Affairs and Health.
