HPP provided a legal opinion to the Finnish Ministry of Transport and Communications concerning the proposed amendments to the contract for the procurement of passenger rail services. The opinion analysed the proposed modifications primarily from the standpoint of public procurement and competition law.
The contemplated amendments are linked to the objectives set forth in Prime Minister Orpo’s government programme, which aims to foster increased competition within the Finnish rail transport market.
